Defence expert Lt. Gen. (retired) Raj Kadyan on Tuesday welcomed the Pentagon report on Pakistan, which accuses the Islamic Republic of providing safe havens for terror outfits, adding that Islamabad has a pathological hatred of New Delhi.

"Pakistan has been harbouring a pathological hate for India. All-out efforts have been made in the last 67 years to hurt India in whatever manner they could. What has been happening in Kashmir for the past 25 years is a proxy war. The militants are trained, equipped, motivated and funded by Pakistan. The same information coming from a third country, that too from a country that has been Pakistan's supporter all along, has exposed Pakistan's double standards," Lt. Gen. Kadyan told ANI.

Lieutenant General Kadyan further said that the Pentagon has accused Pakistan of not being committed to the efforts of the West in Afghanistan.

"The Pentagon report also says that while claiming to support the Western powers in Afghanistan, Pakistan has also been supporting the militants because they don't want a democratic government which is not pro-Pakistan to come into power in Kabul," he said.

"Now that the Americans have said it, I feel that the world community will find it more credible since it comes from a source that is neutral on the issue," Lieutenant General added.

The Pentagon, in a report running into more than 100 pages, accused Islamabad of being a safe haven for terrorists targeting both India and Afghanistan and told the US Congress that Pakistan used these tactics to counter the superior Indian forces.

"Pakistan uses these proxy forces to hedge against the loss of influence in Afghanistan and to counter India's superior military," the report read.

"India has shown increased interest in Afghan security assistance, though activities in the area remain limited. India currently offers India based training to ANSF personnel across a number of specialties and the Indian Government committed to expand this programme. India does not provide direct military support or training in Afghanistan," the report added.

The Pentagon also accused Pakistan-based militants of bombing the Indian consulate in Herat in May, naming terrorist group Lashkar-e-Taiba as the culprits.
