The Congress Party on Sunday said that Prime Minister Narendra Modi cannot escape the responsibility for disruption during the recently-concluded Winter Session and added that it was the National Democratic Alliance (NDA) regime's responsibility to ensure smooth functioning of Parliament.
Congress leader Ashwani Kumar said the principle responsibility for creating conditions for running of Parliament has always rested with the government of the day.
Kumar told ANI that the leaders of the NDA regime are responsible for legitimising disruption of Parliament.
"The people of India expect Parliament to function properly, but the practice of disrupting Parliament was started by the NDA when they were in opposition and it was the NDA leaders who legitimatised disruption of Parliament as a means of protest," he added.
The Congress leader's outburst against the government came after the Prime Minister lashed out at the opposition for disrupting Parliament during the Winter Session.
"There was an all-round fury around what happened during Parliament session. Even President and Vice-President shared their concerns over disruption," he said in his 'Mann ki Baat' address to the nation while turning the heat on opposition for raising objections to the November 8 demonetisation drive.
