Power sharing between Centre, Delhi Government is clearly demarcated: Jaitley

Says the confrontation between the offices of the Lieutenant Governor and the Chief Minister in Delhi was not a political issue but a Constitutional one

Finance Minister Arun Jaitley on Friday said that power sharing between the Centre and the Delhi government is clearly demarcated, and added that the notification issued by the

Ministry of Home Affairs (MHA) clarifies the matter.

He also said the confrontation between the offices of the Lieutenant Governor and the Chief Minister in Delhi was not a political issue but a Constitutional one.

"The circular which has been issued by Centre is a clarificatory notification in terms of the Constitution... Elected government in Delhi has a large number of powers, there are some powers which are reserved with Central Government as well... So that there is no confusion as to who exercises which power," Jaitley said at a press conference here.

"This is not a political issue, but a Constitutional issue," he added.

The Ministry of Home Ministry (MHA) had earlier in the day issued a notification to clarify distribution of powers between the Lieutenant Governor's office and the office of the Delhi chief minister, saying

the former has primacy in postings and transfers of officers belonging to Central services.

Delhi Chief Minister Arvind Kejriwal, however, said the notification on power sharing in the administration of the capital city was indicative of the Bharatiya Janata Party's (BJP) nervousness about the Aam Aadmi Party's anti-corruption efforts.

His deputy Manish Sisodia also criticised the notification, terming it as an attempt to "save the transfer-posting industry being run in Delhi".
