Congress Vice President Rahul Gandhi will address a rally at Wangjing in Manipur's Thoubal district today in an attempt to garner people's support ahead of the upcoming general elections.

While addressing a rally in Arunachal Pradesh yesterday, Gandhi criticized the "ideology" of attacking migrants in various parts of India.

Speaking to his supporters at Hapoli, he raked up the death of Arunachal boy Nido Taniam in Delhi and said, "An Arunachal boy was killed in Delhi. India belongs to all, every religion, caste, community."

The Congress vice president further said that real development was possible only after devolution of power to panchayats and party-ruled Arunachal Pradesh had set an example in this regard.

"The literacy rate of the state has significantly improved in the past decade and the state government has launched several schemes for empowering youth and women," he said.

He also referred to programmes like Skill Development Council, Employment Generation Council and the Chief Minister's Livelihood Mission Schools.
