Cowell, who reportedly has been shelling out 17,000 pounds a month for a flat for pregnant lover Lauren Silverman, has not yet moved in to the neighbourhood, the Daily Star reported.
According to sources, the residents in the 53-year-old media mogul's new building are battling with the building's owner to get strict rules laid down.
