Topless activist sues NYPD for 'violating' her constitutional right to bare boobs

Topless activist Holly Van Voast has filed a lawsuit against New York City Police Department for violating her constitutional right to tour the city without donning a shirt.

The 46-year-old cited 10 arrests, including one near a "Hooters" restaurant - known for its skimpy clothed waitresses, the New York Daily News reported.

The lawsuit also noted that the state Court of Appeals has ruled women can legally bare their breasts in public.
