The Telecom Regulatory Authority of India (TRAI) Amendment Bill was passed in the Rajya Sabha on Tuesday.
As expected, the Congress Party opposed the bill, but other parties like the Bahujan Samaj Party (BSP) and the Trinamool Congress (TMC) Party supported it.
The ruling BJP had earlier issued a whip asking its MPs to be present in the Rajya Sabha to ensure the smooth passage of the bill.
The bill is aimed at removing legal hurdles in the appointment of former TRAI chief Nripendra Misra as Principal Secretary to Prime Minister Narendra Modi.
It was passed in the Lok Sabha on Monday, despite the Congress, RJD, CPI-M, AAP and RSP opposing it.
