A United Nations panel has concluded that the United States fails to comply fully with an international anti-torture treaty after reviewing the nation's records.

A report prepared by the U.N. Committee Against Torture listed brutality, military interrogations, maximum security prisons, illegal migrants and solitary confinement amid areas of concern, reported NY Daily News.

Alessio Bruni of Italy, one of the panel's chief investigators, said that there are numerous areas where the U.S. needs to change "certain things" in order to comply fully.

The U.N. Convention Against Torture took effect in 1987 and the U.S. ratified it in 1994.

The 10 independent experts on the UN panel are responsible for reviewing the records of all 156 member countries that have ratified the treaty against torture and all "cruel, inhuman or degrading treatment or punishment.
