Ministry hopes RS will clear Motor Vehicles Bill in winter session: Yudhvir Singh Malik

The Ministry of Road Transport and Highways is hoping that the Motor Vehicles (Amendment) Bill, 2016 will be cleared by the Rajya Sabha during the winter session of Parliament, said Yudhvir Singh Malik, Secretary, Ministry of Road Transport and Highways said at an ASSOCHAM event.

Nowadays, the major concern is road safety. The road engineering is one of the causes of road accidents, there are about 780 black spots which have been identified on the national highways of the country, definition of the black spot is place where more than three accidents are taken place during the period of last 2 to 3 years.

 

During the month of February 2018, we should be able to open Eastern Peripheral Expressway to the traffic. He said that 36% of the road accidents are on the national highways and the remaining are interiors roads and district roads of the states, added Mr. Malik.

In terms of building skills for drivers, the driver training schools have to play a major role in terms enhancing building a driver capacity and the new bill is putting that if you have a successful driver training certificate from one of the accredited driving schools you will not be required to appear for driving test before the licence authority, said Mr. Malik.

Mr. Dependra Pathak, I.P.S., Special Commissioner of Police, Traffic, Delhi also said If we see situation in Delhi till today from 1st January there has been 1,422 deaths due to fatal accidents. It is a downward trend because in 20115 till 12th of December, the deaths were 1622 and the last year it was 1509 and we are less by 89 and the number of fatal accidents less by 76.

The danger while on travel is due to three things in a major way are over speeding, dangerous (meandering) driving and drunk and driving, Mr. Dependra Pathak pointed out.

About 87 deaths are less and 600 accidents are less as compared to last year. So, this kind of prosecution aided by technical device and it has helped us in a big way. He further said that 70% of the accidents happen in the juncture like small traffic violation jumping red line. It has psychological damage.

We are doing campaigns against drunk and driving in FM channel, Delhi traffic police social media have engaged some social media professional and the famous jingles like 'ya drink -ya drive'; we have also tied up with famous bars and restaurants of Delhi to develop in the form of chatterbox called bar talk. On the same screen they are displaying 'don't drink and drive' jingles.

In one hand very strict prosecution and on the other hand awareness campaign is on. This awareness campaign we have also tied up with comics like diamond comics and many publishers and animation companies have come forward. We are trying to create some kind of creativity which can give settle message in the form of comics or films or cartoons which we can run on social media.
