So far, 35 Schedule II coal mines have been auctioned/allotted under the provisions of the said Act. Mining lease has been granted for 31 Schedule II coal mines and mining operations have commenced/mine opening permission granted to 12 Schedule II coal mines.
Out of 17 coal mines auctioned in Schedule II, 10 have commenced production/mine opening permission has been granted. Rest of the Schedule II coal mines are in the process of starting mining operations after obtaining necessary statutory clearances as well as appointment of mining contractor.
Commencement of mining operations in a coal mine auctioned and allotted under the Coal Mines (Special Provisions) Act, 2015 needs several clearances/approvals/permissions which inter alia includes Approval of Mining Plan, Approval of Mine Closure Plan, Forest Clearance, Grant of Mining Lease, Consent to Establish under Environment Protection Act, License for use of Explosives, Opening of Escrow Account, Ground Water Clearance etc., which are required to be obtained post auction/allotment from various departments/ministries/agencies viz. Ministry of Environment, Forest & Climate Change, Directorate General of Mines Safety, Coal Controller and State Governments etc.
