The CPI-M Monday said that army deployment must be decided by the government and it is not an issue of public debate.

"These decisions are taken by those in power, these are not matters of public debate," Communist Party of India-Marxist (CPI-M) leader Sitaram Yechury said.

"Such decisions are best left to those who are by authority of the Indian constitution and mandate of public are in the government and privy to more information," he said.

Yechury's comments came after Aam Aadmi Party leader Prashant Bhushan called for a referendum on whether the army should be deployed in the Kashmir Valley or not.

Yechury, however, added that AFSPA (Armed Forces Special Powers Act) should be limited to areas where there is a threat perception, "not everywhere in Kashmir".
