The Congress on Thursday sought a CBI probe into the killing in Jharkhand of former Deputy Mayor of Dhanbad Neeraj Singh.
Criminals on Tuesday evening gunned down Singh and three others in Dhanbad when they were returning to their homes.
More than 50 bullets were sprayed on their vehicle. Neeraj Singh was cremated on Wednesday.
"The murder case should be handed over to the CBI. We cannot hope for justice from the BJP government," Subodh Kant Sahay, a former central minister and a senior Congress leader, said in Dhanbad.
Neeraj Singh's supporters have called a shutdown in Dhanbad on Thursday.
The Jharkhand government has formed a Special Investigation Team (SIT) to probe the incident. No arrests have been made yet.
