The deputy election commissioner of India's Election Commission met Delhi poll panel officials Thursday to discuss the conduct of assembly elections in November 2013, a state government official said.

Addressing the district election officers (DEOs) of nine districts and the deputy commissioners from 11 police districts, Deputy Election Commissioner Vinod Zutshi laid emphasis on advance planning for various aspects of elections, prioritisation of activities, and familiarisation with the guidelines of the commission.

"He pointed out that the objective is to ensure that elections are conducted in a fair, free and transparent manner, and in a peaceful and conducive environment so that every voter is able to exercise his or her franchise," a Delhi government official said after the meeting.

In order to achieve these objectives, Zutshi asked all the DEOs and deputy commissioners of police to work in coordination and take measures in advance to create a sense of security and confidence that would ensure free and fair elections.

He also laid emphasis on attending to the complaints of political parties without fear or favour, and without delay.
