The Lok Sabha was adjourned for about 15 minutes on Tuesday during question hour when Telugu Desam Party (TDP) members protested demanding special status for Andhra Pradesh.
As the disruption continued, Speaker Sumitra Mahajan said she would allow a discussion only under relevant rules and provided there was prior notice.
Trinamool Congress leader Sudip Bandyopadhyay said the chair should allow a short debate as the matter was relevant to the powers of the states and the federal structure of the Constitution.
"I have spoken to TDP leaders. We and even BJD members can participate in the debate," he said.
The Speaker, however, adjourned the house till 12.30 p.m.
