Information and Broadcasting Minister Prakash Javadekar Monday paid a surprise visit to his ministry premises at 9.15 a.m. and found many officials absent.
He asked late-comers to furnish a day's casual leave and "gave strict instructions to maintain decorum of office and be on time", said a statement.
The Narendra Modi government has been strictly implementing a directive that officials report on the dot at 9 a.m. and stay for longer hours.
