Indian Prime Minister Narendra Modi Tuesday urged Nepal to frame its constitution at the earliest and on the basis of consensus.

Addressing a ceremony for handing over a Trauma Centre adjacent to the Bir Hospital, Modi said that "if Nepal smiles it is reason for India to be happy".

He said writing the constitution was "taking too much time" and urged Nepal to finish the work on the basis of consensus.

India has supported building the trauma centre.

India is also handing over to Nepal a Dhruv helicopter and a mobile soil testing centre, which Modi said were an example of the close ties between them.

"Nepal's happiness is reason for India to smile," he said.

Modi is here to attend the Nov 26-27 SAARC Summit.
