The National Human Rights Commission (NHRC) Thursday issued notice to the police chief of Moradabad in Uttar Pradesh on a complaint alleging slow investigations into the alleged murder of an MBBS student.

The NHRC has given Moradabad's senior superintendent of police four weeks' time to respond.

According to the commission, it received a complaint from advocate Sunil Kumar Bainsla who alleged that the victim's post-mortem report had revealed that she was strangulated but no progress has been made by police in the investigation and the resulting delay may allow the culprits to escape.

The complainant also requested the commission to issue guidelines for the safety of the students, especially for girls studying in private college.

Neeraj Bhadana, a first-year student of MBBS in Teerthanker Mahaveer University in Moradababd, was July 6 found dead near the girls' hostel where she lived.
