Taking a swipe at Pakistan for raking up the Kashmir issue, Prime Minister Narendra Modi Saturday said that this is the time to provide succour to people of flood-ravaged Jammu and Kashmir, and India had offered help with flood relief to Pakistani Kashmir.

A day after Pakistan Prime Minister Nawaz Sharif said that Kashmir is the "core" issue and pushed for plebiscite for the state, Modi, in his address to the UN General Assembly, said that his government has always given importance to good relations with neighbours and to peace and stability in the neighbourhood, including with Pakistan.

He said India wants serious and peaceful dialogue with Pakistan, "but Pakistan also has a duty to create a peaceful and conducive atmosphere".

There were doubts if raising issues at this platform would solve them, "but at this point of time we should be talking about relief to flood-ravaged Kashmir", he said, adding that India had offered to provide relief to Pakistani Kashmir that was hit by ravaging floods.
