Union Parliamentary Affairs Minister Anantha Kumar on Monday said the purpose of the Whips' conference is to deliberate on how to strengthen parliamentary democracy and its institutions.
The Minister's remarks came as he inaugurated a two-day 18th All India Whips Conference here.
In his inaugural address, Kumar said the duty of a Whip was not only to monitor the members of the party in legislatures but also to moderate and motivate them.
