'Doctor's' order

He was a plain Ashwani Kumar till the other day. But the newly appointed junior minister for parliamentary affairs has had a written directive sent to all concerned that the prefix “doctor” be appended before his name. So, he is now Dr Ashwani Kumar. It is not clear how and from whom he received this honour since his educational qualifications listed on the official government site lists an MPhil as his highest qualification.
