While presenting her Budget, Mamata Banerjee referred to diamond necklace to describe a rail link. Then, she quickly turned to Speaker Meira Kumar and said, “Madam, you understand necklace. It is worn by women.” Along with other MPs, Kumar smiled and was seen nodding her head in agreement.
