The Congress party has brought out a booklet to counter the corruption and black money heat from the opposition camp and civil society. But the booklet — ‘the Congress view on the present situation’ — was heavily outsourced by the party scriptwriters. The finance ministry, too, had a large role in giving inputs to the Congress. Notes from the finance minister’s office about government action on black money were sent to chief party spokesperson Janardan Dwivedi, which were finally re-drafted as the booklet.
