Divide and rue?

Even before Parliament passed the controversial Telangana Bill, the bureaucrats had moved with alacrity to divide the state on paper. First, they drew up a list of Indian Administrative Service and Indian Police Service officers in the undivided state. Then they separated people born in Seemandhara from those born in Telangana. What they discovered was a huge shortage of officers required to govern the newly-created state. And here's the dilemma: it would be difficult for the Union government to shift these officers to Seemandhara after 10 years because most of them have already settled in and around Hyderabad, the provisional common capital of the two states.
