The police launched a special operation in Raipur to take action against men who harassed women morning walkers. To this end, senior officials put up police pickets, deployed policemen in mufti and intensified patrolling around the parks and streets where women took their morning walks. After a couple of days, not a single harasser was to be found. Later, during a review of the special operation, junior-rank officials provided the answer. Those who harass women are basically miscreants, they point out, and they operate till late at night, so it was difficult for them to wake up early to chase morning walkers.
