Everyone's a target

An Akali Dal councilor told a junior engineer in the Municipal Corporation of Delhi (MCD) to not harass an individual in his constituency who had filed his application for approval of a building plan. The junior engineer assured him he wouldn’t, but kept giving the applicant the runaround. Finally, he was paid a bribe of Rs 3 lakh. When the councilor confronted the junior engineer and threatened to expose him, the latter was forced to return the money. But matters haven’t ended here. The corporator has complained to the Municipal Commissioner asking for action to be taken against the junior engineer. So far, nothing has happened on the complaint.
