Foreign tours

While Prime Minister Manmohan Singh chose to adopt a tough stance on the usual summer time foreign tours of his ministerial colleagues, who go to cooler climes when New Delhi becomes hot, some of his better heeled colleagues found an easier way of overcoming the prime-ministerial hurdle. They chose to make their visits purely personal and asked for leave of absence so that they could get away for a holiday.
