This refers to the report "Rajasthan's radical rush: After labour reforms, a scheme to trump Aadhaar" (August 18). The issues in the report go much beyond linking benefits to cards. Of course, the rationalisation of the Aadhaar scheme by bringing the horse before the cart is significant. This is the right approach. Even if the progress may not be as "impressive", the message by the Rajasthan chief minister that the cards will reach the beneficiaries is loud and clear.
This is the right time for Delhi to reconsider the "concurrent" list in our Constitution to sort out the existing and future problems this well-intended dispensation is causing in administration. The prime minister's declaration on Independence Day that he would make efforts to govern through consensus rather than confrontation has come at the right time. The vision should be converted into a mission by taking states into confidence for removing the disparities and irritants in the sharing of power.
