Letters: A Trojan horse of reforms

Business Standard New Delhi

This refers to Arvind Subramanian’s article “Reform, even if by stealth” (December 28). The author has hit the nail right on its head. If politicians see a threat to their rent-seeking ways, they will oppose reforms. So, the way to go about would be to resort to the Trojan-horse strategy: play up only the relatively innocuous benefits of the reform and do not disclose other aspects or benefits that may seem threatening to politicians. Once the reform is in place, then, release the hidden army of other benefits. For example, Aadhar could have simply been positioned as a means to enable even the poorest of the poor to prove his identity and, say, open a bank account or get a loan and so on. The benefit of Aadhar in reducing leakage in various government schemes could have been hidden.
