This refers to Ashok K Bhattacharya’s “Demystifying the beast” (October 12). As a student and doctoral scholar of the discipline, I distinctly know each year over thousands of students are trained on this module in various colleges and universities. So there is nothing new to it. Which is why I didn’t really find any reason for Mr Bhattacharya to eulogise an effort made by the finance ministry 63 years after Independence. The ministry has only made a correction and there is no development.
The finance ministry’s Budget Manual has hidden more than what it has said. It is quite obvious that such government efforts purely reflect the ways of the government functioning and citizens would have no role to play barring casting a vote every five years.
