Maybe the Planning Commission is right that road contracts have an element of cost padding. What it needs to keep in mind, however, is the economic consequence of a road network developing fast and the multiplier effect on the economy. Compare this with the cost saved by the Planning Commission, and the savings pale into insignificance. The Planning Commission should be asked to implement one project, and then talk.
