It is clear from the current political trends that no party desires a mid-term election. This is understandable. People are tired of elections and a new one may yield even more fragmented results. The government should take advantage of the opportunity available now to push through reforms. Just as it has issued through a notification the guidelines for foreign direct investment in retail, civil aviation and broadcasting, it should come out with a number of measures in as many fields as possible that do not require legislative sanction. Because once Parliament is convened, the government can make announcements only in the House and that could result in chaos. In respect of reforms that require the approval of Parliament, it should identify those that are least likely to encounter opposition and issue ordinances. If later they are found to be not getting the support of members, they can be allowed to lapse.
