Apropos T N Ninan’s column “India as ‘aid’ giver” (Weekend Ruminations, February 2), an estimate of the size of our total foreign aid is useful, since this information is not easily available. I would also like to make two related points: First, it is paradoxical that the external affairs ministry has been hobbled in creating its “Development Partnership Agency”; failing to get authorisation for additional staff, it had to re-allocate personnel from other units, which does not help with its chronic manpower shortage. Second, technical training is our trump ace. We can easily double our annual offering, to meet the standing demand and generate even greater impact.
