Devesh Kapur, T V Somanathan and Arvind Subramanian in their article "Land-shackled - II" (July 22) have made pragmatic suggestions to reduce the severe distortions in land regulation and acquisition - categorising non-irrigated land for general purpose, regulating the floor space index (FSI) and doing away with income tax concessions that encourage customers to buy flats rather than hire them. The suggestions could become a reality if states co-ordinate with land owners and real estate ventures. Overlooking the FSI is the root cause for the collapse of buildings. The authorities concerned should only permit the construction of buildings after a thorough inspection of the soil and floor space index.
