The proposed policy of the government to cover smaller states by air and offer low airfares on such routes is welcome but most airlines will not charge fixed fares and this is against public interest.
It is for the government to insist on fixed fares. All private airlines must get their fares approved by the government. The charges for food, water, airport usage and taxes must be included in the fare structure. Travelling by air without food is like travelling in a second-class unreserved coach on a train.
To earn more profits, potentially profitable destinations must be surveyed - mainly towns without air connectivity or with few incoming and outgoing flights.
