The author rightly condemns IAS officials for cornering all top regulatory jobs. But even when they do a good job, the government does not pay attention to their suggestions.
In telecommunications, Trai has suggested allowing internet telephony but the government ignored this. Similarly Trai was in favour of auctioning the licences but the government insisted this was not required.
IAS officials are just one part of the problem. Politicians are the bigger part.
