Nitin Desai's article "The wrong land war" (May 21) is interesting. However, it would be more important to incorporate "utilisation" in the land Bill.
Land is a scare resource in a country like India and the utilisation of land is critical. We see vast tracts of land in our cities and towns that are not utilised. There are many such instances where factories are closed (vast stretches in Howrah or Bengal jute mills) or have land acquired that is not being used. There are many tracts of land where construction is far below the permitted floor space index. Mandating utilisation would ensure that land is used in a productive manner.
