This refers to the issue of land acquisition and the present Act that governs the process. Usually, the dispossessed receive the enhanced compensation awarded by courts for their land after more than 10 years. By this time, the value of the land acquired would increase several-fold. And in some cases the claimant may not even be alive to make use of the compensation. However, if the dispossessed are given the full value of the land at the time of acquisition, it would fetch cumulative returns from even bank deposits.
Therefore, specific provisions should be incorporated in the proposed amendment for computation of Sections 23 (1), 23 (1-A), 23 (2), 28 & 34 on a yearly capitalised cumulative basis. This should be made applicable to all pending cases and executions.
