This refers to the editorial "The last-mile problem" (April 9). The failure of many of the United Progressive Alliance-II's initiatives is more attributable to the lack of solid foundation rather than a last-mile problem. Many of these initiatives were pushed through and rushed without thorough thinking and planning. Aadhaar is a good example of that, having been pushed through without any statutory backing and the required consensus and support from the bureaucracy and political parties. So, what superficially may appear as a last-mile failure has its root in the mushy foundation.
