A special Cabinet meeting was called on Wednesday to approve President Pratibha Patil’s speech on the opening day of Parliament. Unlike what happens in the Cabinet meetings, the ministers were not given any agenda papers in advance and, after the draft speech was circulated amongst them, it was taken back. The cabinet secretary asked the ministers to give their suggestions to him later, and separately. The idea, apparently, was to ensure there were no leaks on the contents of the speech.
