In fact, former prime minister Manmohan Singh, in his capacity as Chairman of the Planning Commission, had hinted at a new structure for the plan body on April 30, just 17 days before the United Progressive Alliance government was swept out of power. Delivering his farewell address at Yojana Bhavan, Singh spoke of the same restructuring that has now been mooted by the new prime minister. "Are we still using tools and approaches that were designed for a different era? Have we added on new functions and layers without any restructuring of the more traditional activities in the Commission?" he had asked.
