Girls covering their faces with scarves while riding two-wheelers in Raipur are violating a rule — but with police compliance. The Naxal threat had forced the state police to impose a ban on two-wheeler riders covering their faces. Initially, the police started starting taking action against girls – who constitute the majority of two-wheeler riders in the city – defying the order, until the excuse given by the offenders put them on back foot. The girls said Raipur is emerging as the one of the most polluted cities in India so they had no option but to cover their faces, but police officials have no counter to that argument other than to allow the girls to violate the norms.
