"Being a government official, I cannot have any written presentation in case we have to go back on our promise. We should be able to retract anytime we want," he said, sending a wave of laughter through the audience. That probably explained why even Praful Patel, minister for heavy industries and public enterprises, did not need a presentation and spoke extempore a couple of hours later at the same event.
