The new Chief Justice swats frivolous litigation but more measures are needed

The first few weeks of a new Chief Justice are keenly watched by lawyers practising in the Supreme Court. This is because it is not just law that matters; often the predilections of judges also count in the profession. It is important to tack the sail according to the wind.
