T N Ninan, Editor, Business Standard, said Finance Minister P Chidambaram could have taken more steps for introducing goods & service tax (GST).

"There is a lack of reforms impulse, you don't get a strong reform message."

Talking on fringe benefit tax on ESOPs, Ninan said it would effectively kill ESOPs. "The company is not getting any money, but it has to pay tax on it."

Asked to rate the budget on a scale of 1 to 10, Ninan said he would not want to do it, but added that the Finance Minister could have done more, but "we can live with this."
