The fear of the 3 Cs - CBI (Central Bureau of Investigation), CVC (Central Vigilance Commission) and CAG (Comptroller and Auditor General) - is often cited by bureaucrats as a reason for delays in decision-making. During a recent discussion among vigilance officials from the public and private sectors, one of them sought to add two more Cs to the above: CIC (Chief Information Commissioner) and CJI (Chief Justice of India). "The growing number of Right to Information applications and public interest litigations filed by activists in the apex court drawing attention of the chief justice only adds to the existing concerns," said a vigilance official of a public sector organisation.
