To increase enrolment in schools among children in both rural and urban areas, the Gujarat government has initiated a programme called Shaala Praveshotsav (school entry ceremony).

Under this programme, state ministers and legislators are expected to visit schools in their constituencies and interact with local people. These programmes end with a question and answer session with locals on the government's initiatives to promote education.

But there seems to be one small glitch: As the local population sees its legislators and ministers infrequently, they can't seem to limit their questions to education and end up discussing issues such as poor bus service, bad roads and pathetic water supply in their localities.
