Why take it to the PM?

With the prime minister telling a Japanese journalist that he would ask the information and broadcasting (I&B) ministry why it was so difficult to get accreditation cards — this is why the journalist had to wait for 20 minutes to get into the venue for the prime minister’s press conference — I&B Minister Ambika Soni was visibly shaken up. After the press conference, she was heard telling mediapersons that the Japanese journalist just needed to come to her with the problem; why did he need to take it up with the prime minister at his press conference?
