Union Human Resource Development Minister Kapil Sibal was so caught up in World Cup fever that he deemed it important enough not to attend the convocation of the Indira Gandhi National Open University where he was to deliver the keynote address and hand out degrees. Despite the large announcements advertising his presence that appeared in the newspapers in the run-up to the convocation, Sibal, who has spoken extensively about overhauling higher education, flew to Mumbai to watch the India-Sri Lanka final and delivered the address by video-link instead.
