AP team in MP to understand division of state

Madhya Pradesh was divided in 2,000 and a new state Chhattisgarh was created

Andhra Pradesh administrative machinery entered into parleys with senior bureaucrats, even ex-bureaucrats of Madhya Pradesh to understand the finer points of state division process, particularly division of employees.

A team of senior bureaucrats led by C R Kamalanathan committee on the division of AP state government employees between new states of Telangana and residuary AP state on Tuesday discussed legal issues pertaining to allocation of employees between the two states.

Madhya Pradesh was divided in 2,000 and a new state Chhattisgarh was created.

"A team led by C R Kamalanathan today discussed various legal aspects pertaining to division and allocation of employees between Telangana and Andhra Pradesh with state chief secretary Antony De Sa and then chairperson of advisory committee N B Lohani," a well-placed officer in secretariat said.

 

The team, the officer said, has discussed allocations of staff between the two states. If the committee follow Madhya Pradesh model then Telangana-born employees will go to Telangana state and Seemandhra-born employees to Andhra Pradesh as it had happened in Madhya Pradesh except for various cases in state owned corporations.

Telangana government is supposed to start functioning from June 2 this year and division of posts between the two states has gained importance.

"Of the total divisible pool of employees 56% are from Seemandhra and the rest belongs to Telangana. As regards judicial staff, the High Court of Andhra Pradesh would decide about allocation," the officer said adding, "Even if allocation is made in accordance of birth-place Telangana will have a shortage of officers at senior level since low rank officers are from Telengana. The Kamalanathan Committee has to finalise the guidelines in this regard.

Madhya Pradesh had faced legal issues in division of assets and employees posts in state owned boards and corporations like Madhya Pradesh State Electricity Board, which later dismantled into four companies.

The committee also discussed and obtained detailed information in this regard, the official said. Besides, it also discussed issues that came up before the two governments in division of various departments like higher education, jail, home, finance, general administration to name a few.
