Gujarat Chief Minister Narendra Modi on Thursday led a blistering attack against the Congress-led UPA for allegedly disturbing the federal structure and misusing major institutions.

Modi was speaking after the release of Beyond A Billion Ballots, penned by BJP leader Vinay Sahasrabuddhe, in Mumbai, in the hall at the Bombay Stock Exchange.

In his 40-minute-long, highly spirited and interactive speech, amidst slogan shouting and thunderous applause from the audience, Modi lambasted successive Congress-led governments at the Centre for the misuse of Article 356 in the dissolution of governments, especially those led by opposition. Article 356, in fact, was meant for keeping the federal structure of India intact, Modi reminded the audience.
